Plumbing estimating is detailed work. Pipe sizes, fixture counts, material specifications, pressure requirements, and code compliance all have to come together in a number that's competitive and profitable. The Division 22 spec is where many of the requirements that affect that number live, and where missing items during bid prep create the most pain during construction. This post covers what plumbing estimators need to extract from Division 22 before bidding and how to do it efficiently.
What Division 22 Covers
Division 22, Plumbing, covers all plumbing systems in a commercial construction project. The major spec sections within Division 22 include:

22 05 00, Common Work Results for Plumbing: Project-wide plumbing requirements covering pipe materials, joining methods, hangers and supports, valves, identification, and testing requirements. This section sets the baseline requirements for all plumbing work on the project.
22 11 00, Facility Water Distribution: Domestic cold and hot water distribution systems, including pipe specifications, insulation requirements, and water treatment requirements.
22 13 00, Facility Sanitary Sewerage: Sanitary drainage and vent systems, pipe materials for above-ground and below-grade applications, and cleanout requirements.
22 14 00, Facility Storm Drainage: Roof drainage, area drains, and storm drainage systems.
22 30 00, Plumbing Equipment: Water heaters, water softeners, booster pump systems, and associated equipment.
22 40 00, Plumbing Fixtures: Fixtures, faucets, flush valves, and carrier systems. Fixture specifications are often detailed and include approved manufacturer lists and specific product model requirements.
22 67 00, Processed Water Systems: Specialty water systems including laboratory pure water, medical gas (sometimes), and process water for industrial or laboratory projects.
Priority Extraction Items for Plumbing Estimators
Pipe material specifications by service. This is the most cost-critical extraction item in Division 22. Different piping services have different material requirements (domestic cold water, domestic hot water, sanitary above grade, sanitary below grade, storm drainage, natural gas) and those material requirements vary significantly in cost. Type K copper costs more than Type L. Schedule 40 cast iron costs more than PVC DWV. If the spec requires specific pipe materials for specific services, those requirements need to be reflected in your material pricing. Section 22 05 00 typically establishes the baseline, with service-specific sections referencing or modifying those requirements.
Insulation requirements. Plumbing insulation for domestic hot water, cold water in unconditioned spaces, and condensate drainage is specified in the plumbing spec, usually in Section 22 07 00. Insulation type, thickness by pipe size and service, vapor barrier requirements, and jacket requirements all affect material and labor costs. Insulation is a significant cost item that's easy to under-scope if the spec isn't read carefully.
Fixture specifications and approved manufacturers. Plumbing fixture specs can be tight or flexible depending on the project. Some specs name specific fixture models by manufacturer and model number with no substitution. Others specify performance criteria and list three or four approved manufacturers. The difference affects whether you have pricing flexibility and whether your preferred supplier's products will get approved in submittal review.
Domestic water pressure requirements and booster systems. Some projects require domestic water pressure booster pump systems to maintain adequate pressure at upper floors or at fixtures with specific pressure requirements. The plumbing spec will identify whether a booster system is required, the pressure requirements it must meet, and the approved equipment for the system. These systems are significant cost items that must be in the bid.
Plumbing testing requirements. Division 22 specs require pressure testing of piping systems, water systems typically tested hydrostatically, drainage systems tested with water or air. Some specs also require video inspection of underground drainage systems after installation and before backfill. Testing requirements affect labor and schedule and need to be priced.
Medical gas systems (if applicable). On healthcare projects, medical gas systems (oxygen, nitrogen, vacuum, medical air) are typically specified in Division 22 or in a separate medical gas section. Medical gas work requires specially certified installers (ASSE 6010 or equivalent) and specialized testing and certification procedures. If medical gas work is in scope, the certification and testing requirements need to be understood and priced during bid prep.
Common Plumbing Spec Misreads
Missing the water treatment or water quality requirements. Some project types (laboratory buildings, healthcare facilities, food service facilities) specify water quality requirements and treatment systems that go well beyond standard commercial plumbing. These requirements can include filtration, softening, reverse osmosis, or UV treatment systems that add significant cost.
Underestimating the coordination requirements with concrete. Plumbing rough-in for below-slab piping, slab penetrations, and cast-in-place floor drains requires coordination with the concrete contractor that's often addressed in spec language. Requirements for furnishing and setting sleeves, coordination of drain locations with slab on grade, and pipe penetration requirements for waterproof slabs all need to be understood before the concrete pour schedule is set.
Missing the owner-furnished fixture scope. Some projects designate specific fixtures as owner-furnished. If the plumbing estimator prices those fixtures, they've over-bid. If they miss the owner-furnished designation and don't include the installation scope, they've under-bid the rough-in and carrier work.
