Roofing is one of the highest-stakes scopes in commercial construction. A roofing system failure doesn't just affect the roof. It affects everything below it. Owners know this, which is why roofing specs tend to be among the most detailed and most demanding in any project spec book. They're also among the most commonly misread during bid prep. This post covers the roofing spec requirements that estimators miss most often, where they hide in Division 07, and how to extract them efficiently before your bid goes out.
The Division 07 Landscape for Roofing
Roofing work in commercial construction lives in Division 07, Thermal and Moisture Protection. The specific sections that govern a roofing scope depend on the roof system type, but common sections include:

07 50 00, Membrane Roofing: Covers single-ply roofing systems including TPO (07 54 23), EPDM (07 53 23), and PVC (07 54 19). This is the primary spec section for most commercial low-slope roofing projects.
07 60 00, Flashing and Sheet Metal: Covers edge metal, copings, base flashings, counter flashings, and sheet metal work associated with the roofing system. This section is frequently bid separately from the membrane roofing section, and frequently creates scope gaps when it isn't.
07 72 00, Roof Accessories: Covers roof hatches, skylights, prefabricated curbs, ventilators, and walkway pads. These items are easy to miss when they're in a separate section from the primary roofing spec.
07 84 00, Firestopping: Penetration firestopping at roof penetrations, often assigned to the roofing contractor or to the trade making the penetration. Trade responsibility language here needs careful reading.
07 92 00, Joint Sealants: Sealants at roof penetrations, edge metal joints, and transitions. Often specified in a separate section from the roofing membrane but clearly part of the roofing contractor's scope, if you read the spec.
The Requirements Roofing Estimators Miss Most Often
Installer certification requirements. This is the single most commonly missed roofing spec requirement, and one of the most consequential. Most major roofing membrane manufacturers require installation by a factory-certified or factory-trained contractor for the system warranty to be valid. The spec typically states this requirement in Part 1 under Quality Assurance: "Installer shall be certified by the membrane manufacturer as an approved applicator for the specified roofing system."
If your roofing sub isn't certified by the specified manufacturer, you have a problem. Either the sub gets certified before the project starts, which takes time and cost, or you find a certified sub, which may change your pricing, or the owner doesn't get the manufacturer's warranty they specified and paid for.
Manufacturer's warranty vs. contractor's warranty. Roofing specs typically require both a manufacturer's system warranty and a contractor's workmanship warranty. The manufacturer's warranty covers defects in the roofing material. The contractor's warranty covers defects in installation. But the terms of these warranties vary significantly, and the spec language governs what's required.
Some roofing specs require a manufacturer's NDL (No Dollar Limit) warranty, a premium warranty product that costs more than a standard manufacturer's warranty and requires a pre-installation inspection, a post-installation inspection, and specific installation requirements. NDL warranties are a real cost item that needs to be in the bid, and they're easy to miss if the warranty section of the spec isn't read carefully.
Roof insulation specifications. Roofing membrane specs typically include or reference insulation requirements, insulation type (polyisocyanurate, EPS, XPS), minimum thickness, R-value requirements, coverboard requirements, and fastening method (mechanically attached, adhered, or ballasted). These requirements have significant material cost implications and are frequently specified in the same section as the membrane or in a separate insulation section that roofing estimators don't always read.
FM or UL system approval requirements. Many commercial roofing specs require the complete roofing system (membrane, insulation, coverboard, fastening method, and edge detail) to carry a specific FM Global or UL approval rating. FM 1-90 or FM 1-105 wind uplift ratings, for example, require specific combinations of membrane type, insulation thickness, fastening pattern, and edge metal design. Pricing components individually without verifying system-level FM or UL compliance can result in a submittal rejection when the complete system doesn't carry the required approval.
Pre-roofing conference requirements. Many roofing specs require a pre-installation conference with the manufacturer's representative, the roofing contractor, the GC, and sometimes the owner's representative before roofing work begins. This requirement is in Part 1 and has scheduling implications, the conference needs to happen before installation starts, which means it needs to be scheduled and coordinated during project startup, not discovered during construction.
Fastener pull-out testing. Some roofing specs, particularly on re-roofing projects or projects with unusual deck substrates, require in-situ fastener pull-out testing before the roofing system is installed. This testing determines the appropriate fastener pattern for the specific deck condition and wind uplift requirements. Pull-out testing requires a testing laboratory and adds time to the pre-installation sequence.
Roof drain and overflow drain requirements. The number, size, and type of roof drains and overflow drains is shown on the plumbing drawings, but the roofing spec often addresses the flashing of those drains, the required drain accessories (leaf strainers, dome strainers, clamping rings), and the coordination between the roofing contractor and the plumbing contractor. Trade responsibility language for drain flashing needs to be read carefully because it's a common scope gap.
The Sheet Metal Gap
One of the most consistent scope gaps in roofing bids involves the relationship between the membrane roofing section (07 50 00) and the flashing and sheet metal section (07 60 00).
The roofing membrane section typically covers the membrane, insulation, and base flashings. The sheet metal section covers edge metal, copings, counter flashings, and gravel stops. When these sections are bid by the same roofing contractor, as they usually are, there's no gap. But on projects where the GC receives separate bids for roofing and sheet metal, or where the roofing sub assumes sheet metal is in the GC's budget, the gap between the two sections can be significant.
Reading both sections, and specifically reading the scope inclusion and exclusion language in Part 1 of each, is the only way to be certain the gap doesn't exist.
