How to Read HVAC Specs Faster: What Estimators Need to Extract First

HVAC estimating demands precision across equipment selection, duct sizing, system design, and subcontractor coordination — and the Division 23 spec shapes every one of those decisions. Here's what to extract first and how to do it faster.

HVAC estimating is already a complex discipline (equipment selection, duct sizing, system design, subcontractor coordination. Adding a thorough spec review on top of that workload, under bid deadline pressure, is where things start to slip. The mechanical spec sections on a commercial project can run 100 to 200 pages across Division 22 and Division 23. Reading all of it carefully isn't always realistic. Reading the right parts of it efficiently is. This post covers what HVAC estimators need to extract first from a mechanical spec book) and how AI tools make that extraction faster.


The Mechanical Spec Landscape: Divisions 22 and 23

HVAC work in commercial construction lives primarily in two CSI divisions:

Division 22, Plumbing covers domestic water systems, sanitary drainage, natural gas piping, and plumbing fixtures. On many projects, plumbing and mechanical are bid together, but they're separate divisions with separate spec sections and separate material standard requirements.

Division 23, Heating, Ventilating, and Air Conditioning covers HVAC systems in all their complexity: air handling units, fan coil units, variable refrigerant flow systems, rooftop units, chilled water systems, hot water systems, exhaust systems, ductwork, insulation, controls, and testing and balancing.

Depending on project scope, Division 23 alone might include 20 to 40 individual spec sections. A large commercial project might have separate sections for: ductwork and duct accessories, hangers and supports, mechanical insulation, HVAC equipment (multiple sections by equipment type), terminal units, hydronic piping, refrigerant piping, HVAC instrumentation and controls, testing and balancing, and commissioning.

Each section has material standards, submittal requirements, approved manufacturer lists, and installation requirements. The volume is significant.


What to Extract First: Priority Items for HVAC Estimators

Not all spec content is equally important for bid prep. Here's the priority order for HVAC estimators working under time pressure:

Priority 1, Equipment specifications and approved manufacturers. The specified equipment drives the entire mechanical bid. Equipment selection affects first cost, electrical requirements, structural support requirements, ductwork connections, piping connections, control interfaces, and maintenance access. Get to the equipment sections first, identify the specified manufacturers, model numbers or performance criteria, and any substitution restrictions. This tells you whether you have pricing flexibility or are locked into a specific product line.

Priority 2, Testing and balancing requirements. TAB is a significant cost item on mechanical bids that's easy to underestimate or miss. The spec section for testing and balancing, often Section 23 05 93, defines the scope of the TAB work, the certification requirements for the TAB firm, reporting requirements, and any commissioning integration requirements. Some projects also require a separate commissioning authority (CxA) for mechanical systems. These costs need to be in the bid.

Priority 3, Controls and BAS interface requirements. The controls spec, Division 23 09 or Division 25 on integrated automation projects, defines the control system type, the points list, integration requirements with the building automation system, and programming and startup requirements. Controls scope is frequently the most contentious area between mechanical and electrical subs and between the HVAC sub and the controls sub. Reading the controls spec carefully during bid prep prevents scope disputes at award.

Priority 4, Insulation requirements. Mechanical insulation for piping, ductwork, and equipment is specified in detail in Section 23 07 00 and related sections. Insulation type, thickness, vapor barrier requirements, and jacket type all vary by system and service condition. Insulation is a significant material and labor cost that's easy to under-scope if the spec isn't read carefully.

Priority 5, Commissioning requirements. Commissioning language in mechanical specs has expanded significantly in recent years, driven by LEED requirements, energy code compliance, and owner quality expectations. Some commissioning specs require only basic functional testing. Others require a full Cx process with a third-party commissioning authority, functional performance testing, seasonal testing, and O&M training. The difference in scope and cost between these two scenarios is substantial.


Material Standards HVAC Estimators Need to Know

HVAC specs reference a specific set of material standards that appear repeatedly across Division 22 and 23 sections. Knowing these standards and what they mean speeds up spec review significantly:

SMACNA (Sheet Metal and Air Conditioning Contractors' National Association) standards govern ductwork construction, gauge requirements, seam types, reinforcement, and pressure class. SMACNA references in the ductwork spec define fabrication requirements that affect sheet metal costs.

ASHRAE standards: particularly ASHRAE 90.1 for energy efficiency and ASHRAE 62.1 for ventilation, establish system performance requirements that affect equipment selection and system design.

ASTM standards for pipe materials (ASTM A53 for black steel pipe, ASTM B88 for copper tube, ASTM A795 for fire protection pipe) define the pipe material requirements for different services.

ARI/AHRI standards for equipment performance ratings (cooling capacity, efficiency ratings (EER, SEER, COP), sound ratings) define how equipment performance is measured and verified.
