Electrical estimating moves fast. Bid cycles are short, scope is broad, and the margin for error on a competitive electrical bid is thin. The electrical spec, Division 26 in the CSI MasterFormat system, can run 50 to 100 pages on a mid-size commercial project and significantly more on complex facilities. Reading it thoroughly under bid deadline pressure is a consistent challenge for electrical estimators. This post covers what to look for in Division 26 and how AI spec review makes the extraction faster and more complete.


What Division 26 Covers

Division 26, Electrical, encompasses the full scope of electrical work on a commercial construction project. The major spec sections within Division 26 include:

26 05 00, Common Work Results for Electrical: Project-wide electrical requirements including conductor and cable requirements, raceway requirements, wiring device specifications, identification requirements, and electrical testing. This section applies to all electrical work on the project and must be read completely.

26 05 26, Grounding and Bonding: Grounding system requirements, bonding requirements, and testing. Often more detailed than estimators expect and has material cost implications for ground conductors and electrodes.

26 05 33, Raceway and Boxes: Conduit type requirements (EMT, RMC, PVC, flexible), box specifications, and installation requirements. Conduit type restrictions significantly affect material costs, a spec that requires rigid metal conduit throughout instead of EMT in specific locations adds significant cost.

26 24 00, Switchboards, Switchgear, and Panelboards: Electrical distribution equipment specifications, approved manufacturers, and fault current ratings. Equipment lead times and approved manufacturer restrictions are critical bid prep items.

26 27 00, Low-Voltage Distribution Equipment: Branch circuit panelboards, disconnect switches, and associated equipment.

26 51 00, Interior Lighting: Fixture specifications, controls requirements, and approved manufacturers. Lighting specifications have expanded significantly with LED technology and lighting control requirements.

26 09 23, Lighting Control Devices: Dimming systems, occupancy sensors, daylight harvesting controls, and BAS integration requirements. Controls scope on lighting systems is a frequent source of scope gaps between the electrical sub and the low-voltage controls sub.


Priority Extraction Items for Electrical Estimators

Conduit type requirements. The conduit type specified for different locations and applications has a direct and significant impact on material cost. EMT is the most common and least expensive. Rigid metal conduit (RMC) costs more. Liquid-tight flexible conduit in wet or outdoor locations costs more than standard flexible. PVC has its own applications and pricing. A spec that requires RMC in specific areas (mechanical rooms, exterior locations, areas subject to physical damage) needs to be read carefully to understand where the upgrade applies and what it costs.

Wire and cable specifications. Conductor material (copper vs. aluminum), insulation type (THHN, XHHW), and installation method requirements affect material costs. Some specs require copper throughout, no aluminum substitution. Others allow aluminum feeders in specific applications. The spec language in Section 26 05 00 governs this.

Approved electrical equipment manufacturers. Switchgear, panelboards, motor control centers, and transformers all have approved manufacturer lists in the spec. The approved list may include two or three manufacturers or may be tightly specified to a single manufacturer with no substitution. Pricing off-list equipment creates submittal risk. Equipment not on the approved list may not be accepted regardless of how closely it meets the technical requirements.

Lighting fixture specifications and controls. Lighting fixture schedules are on the drawings, but the spec governs performance requirements, color rendering index, color temperature, efficacy, driver specifications, dimming protocol compatibility. A lighting spec that requires specific dimming protocol compatibility (0-10V, DALI, DMX) creates controls coordination requirements that affect both the lighting supplier selection and the controls scope.

Electrical testing requirements. Division 26 specs increasingly require formal electrical testing programs, insulation resistance testing, ground fault testing, infrared scanning of electrical equipment, and power quality testing. These have real cost and schedule implications that need to be in the bid.

Interface with other divisions. Electrical work interfaces with mechanical (power to HVAC equipment), fire alarm (Division 28), communications (Division 27), and lighting controls (Division 26 09). Trade responsibility language governing who provides power connections to equipment in other divisions needs to be extracted and compared against the mechanical, fire alarm, and communications specs to ensure there are no gaps.


Common Electrical Spec Misreads

Missing the arc flash study requirement. Some electrical specs require the contractor to provide an arc flash hazard analysis and labeling program as part of the project scope. This is a specialized engineering service with real cost that's easy to miss if the spec is skimmed.

Underestimating the lighting controls scope. Occupancy sensors, daylight sensors, dimming controls, and BAS integration for lighting systems are increasingly specified in detail. The interface between the electrical sub and the controls sub on these systems needs to be explicitly scoped, and the spec usually defines who's responsible for what.

Missing the electrical commissioning requirement. Formal electrical commissioning (functional testing of distribution equipment, UPS systems, emergency power systems, and lighting controls) is required on some project types and can represent a significant labor cost beyond standard startup and testing.
