What Is a Material Standard?

Material standards are established by recognized standards organizations and referenced in construction spec sections to give the design team a legally defensible, third-party benchmark for product quality.
The most commonly referenced standards organizations in US construction specs include:
- ASTM International: Covers a wide range of construction materials including concrete, steel, roofing, insulation, sealants, and more. ASTM standards are referenced with a designation like ASTM C150 (Portland cement) or ASTM A615 (deformed steel reinforcing bars).
- American National Standards Institute (ANSI): Frequently referenced for doors, hardware, plumbing fixtures, and accessibility requirements.
- Underwriters Laboratories (UL): Fire ratings, electrical safety, and product listings.
- FM Global (FM): Roof system approvals and fire protection standards used heavily in insurance-sensitive projects.
- National Fire Protection Association (NFPA): Fire protection system design and installation standards.
- American Welding Society (AWS): Welding procedure and qualification standards referenced in structural steel specs.
- NSF International: Product certifications for products that contact potable water, relevant in plumbing specs.
When a spec section references ASTM A653 for galvanized steel sheet or UL 790 for roof covering fire resistance, it's telling you that any product you use must meet that published standard, not just resemble it or approximate it.
Where Material Standards Appear in a Spec Book
Material standards show up throughout a spec section, but they're concentrated in specific locations depending on what they govern:

Part 1, General: Standards related to quality assurance, testing procedures, and regulatory compliance. You'll find references to codes (IBC, NFPA) and industry standards that govern the overall scope rather than a specific product.
Part 2, Products: This is where the bulk of material standards live. Every specified product or material will typically reference the applicable ASTM, ANSI, or UL standard it must meet. Concrete mix design sections reference ASTM C94 for ready-mix concrete. Roofing sections reference ASTM D6878 for TPO membranes. Structural steel sections reference ASTM A992 for wide-flange shapes.
Part 3, Execution: Standards related to installation quality, testing in the field, and inspection. Welding inspection references AWS D1.1. Concrete testing references ASTM C39 for compressive strength cylinders.
Understanding where to look for material standards within the three-part spec format saves significant time during spec review, especially on large projects with dozens of spec sections.
Why Material Standards Matter for Estimators and Contractors
Material standards have direct, practical consequences for bid prep and project execution:
- Product selection. If a spec requires ASTM A123 hot-dip galvanizing on all exterior steel fabrications, you can't substitute a painted finish or an electroplated product. Every product you price needs to meet the referenced standard, not just the general product category.
- Approved manufacturer lists. Spec sections often pair material standards with approved manufacturer lists. A product can be from an approved manufacturer and still not meet the referenced standard, or it can meet the standard but not be on the approved list. Both conditions can get a submittal rejected.
- Testing and special inspection costs. Many material standards require verification through field testing or third-party inspection. ASTM standards for concrete, soil compaction, and steel welding all trigger testing requirements that have real costs. If those testing costs aren't in your bid, they're coming out of your margin.
- Submittal compliance. When you submit product data for architect review, the design team checks your product against the referenced material standards in the spec. If your submittal doesn't demonstrate compliance with those standards (through published test reports, UL listings, or FM approvals) it comes back rejected.
