Scope gaps between trades are one of the most consistent sources of change orders, disputes, and project delays in commercial construction. They almost always trace back to the same root cause: contractors who didn't read, or misread, the trade responsibility language in the spec book during bid prep. This post explains what trade responsibilities are, where they appear in construction specs, and how to read them accurately before you price a job.
What Are Trade Responsibilities in Construction?
Trade responsibilities refer to the language in a construction spec section that defines which contractor or subcontractor is responsible for furnishing, installing, connecting, coordinating, or managing a specific product, system, or scope of work.
In a simple project with clean scope boundaries, this seems straightforward. But in practice, construction systems involve multiple trades working in sequence and in coordination, and the handoff points between those trades are exactly where disputes happen if the spec language isn't clear and everyone hasn't read it.
A few examples of how trade responsibility language typically appears in specs:
- "The mechanical contractor shall furnish the fan coil unit. The electrical contractor shall provide final electrical connections."
- "Access doors required for mechanical equipment shall be furnished by the mechanical contractor and installed by the general contractor."
- "Sleeves for plumbing penetrations through concrete slabs shall be furnished and set by the plumbing contractor prior to concrete placement."
- "Paint finish on hollow metal doors and frames shall be by the painting contractor. Factory prime coat is provided by the door and frame manufacturer."
Each of those sentences defines a scope boundary. If the electrical sub doesn't read the first example carefully, they might not price the final connections, and the mechanical sub certainly isn't going to do it for free.
Where Trade Responsibilities Appear in Spec Sections
Trade responsibility language is distributed throughout a spec section, but it concentrates in a few predictable locations:

Part 1, General, under "Summary" or "Related Sections": Many spec sections open with a summary of what's included and what's excluded from the section's scope, and reference related sections by CSI number. This is where you find out that the painting spec (Division 09) covers paint on mechanical equipment, not the mechanical spec (Division 23).
Part 1, General, under "Coordination": Some spec sections include explicit coordination requirements that define responsibilities between trades, particularly for systems that cross trade boundaries like mechanical/electrical/plumbing (MEP) coordination, fire stopping, or equipment connections.
Part 3, Execution, under "Installation" or "Coordination": Installation sections sometimes clarify which trade performs specific installation tasks, especially for systems that are furnished by one contractor and installed by another.
Division 01, General Requirements: Project-wide trade coordination requirements often appear in Division 01, establishing ground rules that apply across all spec sections.
The challenge is that trade responsibility language isn't always consolidated in one place. A single scope of work might have relevant language in three different spec sections, which is exactly why thorough spec review matters and why skimming is risky.
Common Trade Responsibility Disputes in Construction
Understanding where scope gaps typically occur helps estimators read spec language more critically during bid prep. The most common trade responsibility disputes involve:
- Furnished by one trade, installed by another (FBBA/IBBA): Equipment furnished by one contractor but installed by another requires explicit coordination, on delivery scheduling, installation sequence, and responsibility for damage. If the spec isn't clear and both trades haven't accounted for their respective responsibilities, something gets missed.
- Utility connections to equipment: Who makes the final electrical connection to a rooftop HVAC unit? Who connects the gas line? Who provides the disconnect switch? These are common disputes between mechanical and electrical subs that trace directly to spec language, or the absence of it.
- Sleeves, blockouts, and backing: Who furnishes and installs pipe sleeves through concrete? Who provides backing in walls for grab bars, handrails, or wall-mounted equipment? These items are often addressed in multiple spec sections with overlapping or unclear language.
- Access doors and panels: Required for mechanical, plumbing, and electrical systems throughout a building, access doors frequently fall into a gray area between trades. The spec should tell you who furnishes and who installs, but it doesn't always.
- Firestopping at penetrations: Firestopping is its own CSI section, but the responsibility for firestopping specific penetrations is often assigned to the trade that made the penetration. That language needs to be read carefully by every trade on the job.
